Hey Mukesh – yes, web hosting has a significant impact on site speed. And it is often a major bottleneck if you have optimized everything else.
When you run a test at WebPageSpeed or Pingdom Tools – look for your Time To First Byte or the “Connect & Wait” time. Those are usually due to your web host. If they are running higher than .7 seconds for multiple days – I’d get in touch with your web host to see if there’s a setting or issue on their end (be sure to have documentation or screenshots from the tests).
I also see that you’re in India. Be sure to make sure you are testing from where your primary audience is. So if you are mainly targeting Indian visitors – run the test server in India/Asia. If you are targeting Americans – then change the test settings to somewhere in America.

I have a question that is does website hosting matters while speeding the website speed. I have WordPress blog and i have optimize all the things like, image optimizer plugin etc. But still my blog load time is 4.81s.

Alone first 4 steps make the site load 30-40% faster. I have 2 sites on same hosting account using wordpress. In one files (js and css are minified ) http://yofly.in/yz6st while other is normal install http://yofly.in/6a2fb and there is more 30% speed and loading time difference. If we follow all your steps i’m sure i’ll achieve 90+ pagespeed. Thanks.
